(Portfolio Scope Tab) Filter Dropdowns would get "Not Set" option

      Goal

      Allow easier filtering / triage for reviewing items on the Scope tab (at a minimum) by letting you set a "Not Set / Empty" value for Project, Release, Theme, Component, (or any other valid) options presented. 

      This would help for example, simplify ensuring that all work has a theme set to help use the pie chart report for planned vs actual time allocation by theme.
