Issue Summary

Sticky comments footer is not translated for non-JSM projects.

Steps to Reproduce

1. Change the user/system language to any non-English language (e.g. Romanian).
2. Open any non-JSM issue (Jira Software or Jira Core) and check the sticky comments footer.

Expected Results

In the issue view, the sticky comments footer is translated to the user/system language, as it happens for the issues in JSM projects:

In the issue view, the sticky comments footer is not translated and appears in English:

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
