Directories beginning with "~" treated as an invalid repository name by Directory Scanning Plugin

    Description

      When using the Directory Scanning Plugin directories beginning with or including the "~" are treated as invalid repositories.

      For example;

      Exception in thread "PluginSchedulerTask-/opt/gitblit/cfg/git" java.lang.RuntimeException: java.lang.IllegalArgumentException: name '~blank.blank' doesn't match regex '^[a-zA-Z0-9\-_\.]+$'
