ClearCase: project exclude rules aren't being stored

When configuring a ClearCase UCM repository in the FishEye/Crucible administration, the value specified in the 'UCM project exclude pattern' field isn't being stored in the config.xml.

The result is that no projects will be excluded from indexing.
