People / Users Always visible

When creating a Project and Permission Scheme in Crucible / Fisheye there is no way to hide the People / Users or at least limit it so that only people are visible if they are in the same project or have access to the same repository.

For example:
Users A, B & C are in Project 1, when clicking on the People tab they should only see Users A, B & C. Instead the people tab displays Users A, B, C .... N.
