Don't "Index Content" on every server restart

Every time I restart FishEye for some reason, it goes through an Index Content pass, doing a "p4 print" on every single current file in every repository. This wouldn't be optimal at the worst of times, but with FE-227 and FE-122 it means that a restart with remote depots can take many many hours to become usable.
