Can't remove faulty clearcase repository

I'm trying to set up fisheye to use a clearcase repository, and have run into issues. These issues are being discussed on the forum here: http://forums.atlassian.com/post!reply.jspa?messageID=257324941

But I also wanted to raise an issue to track the problem I'm now see:

I would like to remove the bad repository so I can try to start over, but it got stuck in "Stopping" and cannot be removed. Ross Rowe suggested via forum that I try manually removing the <repository> tags from config.xml and restart fisheye. After doing this, I cannot connect to fisheye admin at all, and can no longer browse the previously working CVS repository.
