Large files hang browser when viewing the file using annotate view

    Description

      If you try to view a "large" (1MB+) file in the annotated view (or in reviews), it hammers the web browser and causes a huge (temporary) increase in CPU+RAM usage and hangs the browser.

      The plain text view works fine, with a small stall whilst the browser downloads it so we are doing something poorly on the client side.
