& gets replaced with &amp; in <TITLE> of FishEye pages

    Description

      If the user name contains non-ASCII characters, they are printed improperly in <TITLE> tag of the page. However ,the content of the page prints the name properly.

      The & sign gets replaced with &.

      E.g.

      ...
        <title>Grzegorz Ol&amp;#281;dzki Home</title>
...

      instead of 

      ...
        <title>Grzegorz Olędzki Home</title>
...
