FE does not display special characters in html header and tab header

    Description

      If a user's full name contains special characters like Ølrich then the page header and browser tab do not display special characters

      The html header is encoded and displayed as 

      <head>
<title>Ulrich K&#248;h&#223;h&#229;r&#8706;&#8224; Home</title>
...
