a con: XML namespace is being added to saved config.xml

When updating a license, the following config.xml was produced:

<?xml version="1.0" encoding="UTF-8"?>
<con:config control-bind=":6061" version="1.0" admin-hash="..." xmlns:con="http://www.cenqua.com/fisheye/config-1">
<con:license ...

We should use the option that does NOT add a con: prefix
