Enhance README.html to include links to Evaluator Guide, Installation Guide, and Upgrade Guide

The README.html file could be the first time that someone is reading documentation, so let's make sure that we have content in there to address the needs of evaluators, installers and upgraders.

I'd recommend adding the following content:

FishEye Evaluators (header formatted)
Follow the Evaluator Guide

New FishEye Installations (header formatted)
Follow the Installation Guide

Uprading Fisheye (header formatted)
Follow the [Upgrade Guide| http://confluence.atlassian.com/display/FISHEYE/FishEye+Upgrade+Guide

Release Notes (header formatted)
Current and previous release notes are available here

I think we can remove the following links:

An introduction to Crucible can be found here: http://www.atlassian.com/software/crucible/features/ (This is marketing content, which presumably has done it's job by now )

Reference documentation for Crucible can be found here: http://confluence.atlassian.com/display/CRUCIBLE/ (We're already linking to three appropriate subsections of the crucible documentation, so this is probably uneccessary)
