Problem accessing Admin Remote API if the global anonymous access is off

If you have "Global anonymous access off", then browser will prompt you for a user login (e.g. user/pass) even if you are accessing http://<host>/admin-api (which should only require the admin password). After you have logged in as a normal user, the browser will prompt another login dialog for Admin Remote API access.
This makes things difficult for users who are trying to access the admin-api via scripts.

However, if you have "Global anonymous access on" you should be able to see the login dialog for Admin Remote API access directly e.g see http://fisheye4.atlassian.com/admin-api/
