[CWD-459] Update the SecurityServer SOAP API to enable editing/updating groups

The security server should have a method that enables a group to updated for a given 'application'.

At first this will be limited to editing the description of a group and being able to set whether a group is 'active' or 'inactive.

Also this functionality should be added to the demo application.
