JIRA user management should allow admins to update Crowd users

      Currently, integrating Crowd with JIRA requires the enabling of "External User Management".

      This means that JIRA cannot modify users in Crowd. It would be nice to allow Crowd user management via JIRA like Confluence/Bamboo.
