    Description

      Crowd's password encoders should be marked as system plugins so that they appear as such in Confluence/JIRA.

      Crowd does not bundle the UPM, so this issue isn't as prevalent in Crowd, but embedded Crowd apps will display the encoders as a user "installed plugin". Disabling the password encoders plugin will mean that users will be unable to authenticate into the app, which is a serious consequence.
