Setup wizard should check base URL before continuing

    Description

      During the setup wizard, if one inputs an invalid hostname when configuring the Base URL, crowd installation will halt and fail to continue.

      Work around:

      Shutdown Crowd, delete the Crowd-Home-Directory and then Restart Crowd

      Deleting the Crowd-Home-Directory will force the installation wizard to start again form scratch. Go through the installation steps and at step 6, instead of the URL previously provided, keep the default value: http://localhost:8095.
