Allow all to authenticate 'update' does not always update.

When you update it does not always work. If you restart the server sometimes it appears to work.

This can also be a case with:

1. Adding and removing groups from an Application.
2. Adding and removing roles from an Application.
3. Adding and removing remote addresses from an Application
4. Adding and removing Principals from a group.
