Stopped repositories cause NPEs in crucible reviews

    Description

      Reviews associated with stopped repositories fail to load with an exception:

      Your request was unable to be processed
javax.servlet.ServletException - javax.el.ELException: java.lang.NullPointerException

      The stacktrace on the server includes:

       Caused by: java.lang.NullPointerException
      	at com.cenqua.crucible.util.SourceUtils.isGit(SourceUtils.java:15)
      	at com.cenqua.crucible.view.FRXNavList.getSourceNode(FRXNavList.java:216)
