how to require approval before completion

      Hi, some of our teams do code review on components or an area of software that is tightly related, and at the same time the code is owned/architected/managed by a Subject Matter Expert who needs to sign off on reviews before the are moved to complete.

      Since there is no way in Crucible to mark a given reviewer as "required completed" before a review is closed, we can't simply add the SME as a reviewer, and we can't ask the SME to always be the creator of the review.

      So, we ask that a feature be added to allow at least one reviewer to be marked as required completed before the review can be completed. That way we can add the SME to the review, and they must approve/complete the review before it can be closed.

      Ideally though this would go a step further and allow the SME to actually gate the closure of the review somehow, maybe someone marked as "required complete" also gets an "approve check box or something?
