10 minute page load time for pre-commit diffs of large (1000LOC) files

Pre-Commit reviews are taking up to 10 minutes to load due to patch anchoring.
In certain cases there some SQL statements are executed many thousands of times while trying to anchor the patch.

Performance gets exponentially worse as the amount of context of the diff increases.
