Reviews with anchored patches cause NPE when anchored repository isn't available.

No checks were done about the availability of the repo before trying to access it. This caused FSH-6065. The code looks old, but I think 2.6.0 was the first time it was accessed from ReviewAction (so likely 2.6.0 is the only affected version).
