Adding the same changesets from different branches shows newly added files only in 1 branch

Steps I performed:

1. Committed a changeset that modifies some files and adds some files.
2. Integrated the changeset into another branch.
3. Created a new review, and added both the changesets.

The changeset in the stable branch is missing any added files, even though they show up in Fisheye.
