No Tools Menu on Snippet Review screen

After reviewing the documentation at http://confluence.atlassian.com/display/CRUCIBLE/Creating+a+Snippet+Review, I fully expected to see a Tools menu on the Snippet Review screen. But it is not there (see screen shots). Tried it both in Chrome 10.0.648.134 and IE 8.0.7600.16385.

I'm guessing this is a bug as there is no way to close or delete a Snippet review while viewing it.
