After navigating to review section the user is not able to scroll to the top of the review page (Chrome)

Review page in Chrome. After clicking at any of the section links the browser navigates to that anchor but there is no scroll bar in the main browser window (there is one in the frame containing the review details) so I am unable to navigate to the top of the page other than by reloading without the anchor in the URL.
