[Admin] "Save & Migrate" is never re-enabled

When migrating to a new database, the user is invited to "test connection". Once a test has been successful, two options are enabled: "Save", and "Save & Migrate". If the user selects "Save", the configuration is saved, and no migration occurs. There is then no way to re-enable the "save & migrate" button, meaning no migration can happen. The user is at a loss at this point.
