Default repository drop down list not being populated correctly when create new project

Go to Admin > Create new project
Currently, the default repository drop down list populated based on the current user's permission who has access to the repo.

It should be populated with all the repositories regardless permission.

Workaround:
Login as an admin user who has permission to see that repository in order to create new project and specify default repository.
