Earlier Changesets and Later Changesets links in 'Add Content to Review' dialog sort differently

In the Add Content to Review dialog for changesets, by default, changesets are sorted in reverse chronological order, as stated in the Crucible docs, however:

• clicking on Earlier Changesets, reverse chronological order is maintained (newest at the top)
• then clicking on Later Changesets, the changesets are now sorted in chronological order (newest at the bottom)

Is this functioning as designed? I would expect sorting to be consistent while browsing changesets.
