Comment in a review that doesn't appear in the review history.

Steps to re-produce :

1. Create a review with any types e.g. patch/changeset etc.
2. Put a comment then click on Save as Draft, you would see a Post link, click at it.
3. Go to Tools > View Review History. You won't see the comment.
4. Put a comment then click on Post. Go to Tools > View Review History. Comment is displayed.
