In-line comments sometimes do not save for non-anchored Patch files

When adding in-line comments to a non-anchored Patch file, we have observed that the comment will not save properly in some instances.

Steps to reproduce:
1. Create a patch file which deletes one or more lines from a file.
2. Create a review with the patch file. Do not anchor it to FishEye.
3. Add an in-line comment to the deleted portion of the code. Do not select added or unchanged code.

Expected behavior:

• The comment will save correctly

Observed behavior:

• The comment will not save, and display an error message. When expanding the details, the message is very long and incomprehensible.
