Moderator given 'abandon' option even if not permitted.

Steps

1. Set a default moderator for a project.
2. Set the permission scheme on the project so that only the moderator can approve and reject reviews; and only the creator can abandon reviews.
3. Create a review and send it to the moderator.
4. As the moderator, view the review.

Expected

• When the edit review dialog shows for the moderator, they should only have the options to start or reject the review.

Actual

• They are given options to start or abandon the review.
• When clicking abandon, an error is shown stating the user doesn't have permission to do so.
