reviewLink.tag is buggy

reviewLinkTag is buggy in that you can supply linkText="foo" and hoverable="true" and hovers will break. Redo the underlying crulinkspan to use a similar mechanism as the changeset hovers (hidden input field containing review permaid rather than assuming link text is the permaid).
