Changing review state with unsaved edits doesn't work properly

1. Create a review in Draft
2. Edit the objectives but don't save them
3. Click 'start review'
4. The browser warns you that you are navigating away from munsaved content, but if you click cancel you are stuck looking at a grey overlay with a spinner
