Misleading error message when user does not have Crucible permission

    Description

      If a user is logged in to FishEye but does not have Crucible permissions, the user cannot create a Crucible review.

      The error message given in the above situation is very misleading. It told me that I needed to be a logged-in user in order to create a Crucible review. It says

      An error has occurred. You must login to add to a review.

      So I thought something must be wrong with my Crowd integration and went off testing SSO, looking into groups, etc.

      Instead, perhaps it should say something like:

      You do not have permission to use Crucible. Please contact your system administrator.
