Subtask creation doesn't correctly pass Polish (and probably other native i18n) characters

Extracted from CRUC-2471:

Polish (and probably also other non-English) characters are incorrectly passed to JIRA. That is they are displayed correctly in Crucible, but JIRA issue contains rubbish characters instead of Polish ones. Encoding problems?
