Moderator can Complete but cannot Uncomplete

In our environment, we have a team of "Reviewers" that will pick-up code to review by creating the reviews and reviewing the code. Thus, the "reviewer" is always the "moderator" and there are no reviewers per-se, just the moderator and author. When the reviewer completes his review, but (for some reason) then decides to "Uncomplete" his/her review, the following error is displayed when clicking the Uncomplete button:
