Find revisions that do not have any associated review - it still shows revisions that are partially belong to a review.

How to Reproduce:

1. Goto FishEye search page, and issue query statement "select revisions where (not in any review)". This is to find all revisions that do not have any associated review.
2. The result of this search query is being shown in attached screenshot screen-01.jpg.
3. However, the revision #40 is not supposed to be listed here because it is partially being reviewed under CR-53 (see screen-02.jpg). In this example, only /branches/b02/helloworld.java and /branches/b02/another.txt are checked for the review process, but not /branches/b02.
4. If I include /branches/b02 into the review, then it will not be listed anymore when I issue that query.
