Add more granular permissions to PATs

According to the https://confluence.atlassian.com/enterprise/using-personal-access-tokens-1026032365.html documentation, the PATs can be enabled or disabled.

Limiting its creation to specific groups or users would be a great addition. Some customers asked to provide PATs to specific developer groups that would use this, thus enforcing security.
