Allow the specification of an anchor when linking to attachments

      Allow an anchor to be specified when linking to a Confluence attachment.

      For instance if I have a PDF called MyDocument.pdf and I want to link directly to page 4 I should be able to link to it thusly:

      [Page 4 of My Document|MySpace^MyDocument.pdf#page=4]

      PDF readers process URL anchors to jump straight to the desired page.
