Activity plugin does not work in a cluster

Because the activity plugin stores its data in lucene, each node has its own activity logs. Passing all the activity events between nodes would cause a lot of unnecessary load. We need some way to efficiently aggregate tracking information between the different nodes (that would survive even if one node, and all its tracking data, went away)
