Functionality for disabling upgrade report notification

Currently, on Confluence v7.x, an Upgrade Page is displayed to admin and all users as the Upgrade Notes 7.0 says -
"After successfully upgrading Confluence, you'll now be directed to a new upgrade report page, which shows the status of your apps and application links, and highlights any important changes that may impact your systems or users.
You can also access the report at any time from > General Configuration > Latest upgrade report."

The request is to have a functionality where this prompt can de disabled so that users does not gets this notification after upgrade is completed successfully.
