Auto-detect server language during Install

Problem Definition

Despite the support for many languages and countries, a new Confluence installation will always default to "English (UK)".

Suggested Solution

Detect the server's language and apply it to the Confluence installer, also prompting the administrator for confirmation about the preferred language.

Workaround

Use the drop-down box at the first setup screen to select "Language".
