    Description

When running the Windows x64 installer for Confluence Server 7.3.1 (atlassian-confluence-7.3.1-x64.exe), the initial file extraction process stopped after a few seconds and the error message "Could not open file legal\._java.xml.crypto" was displayed.

After ruling out a corrupted download and our virus scanner interfering, it turned out that we use ransomware protection that blocks *.crypto-files. We were then able to install Confluence by whitelisting this file name. Still, please consider renaming this file to something that doesn't use an extension that is commonly used by ransomware.
