Add config.sh

For Jira, there is a config.sh script to set up things like https and custom keystores.  This does not exist on Confluence and would be immensely helpful.  Either that, or build into the initial configuration process to configure for https.  Having to manually alter multiple .xml files is leading to confusion and failure.
