Allow use of the H2 database by the Confluence developer license

As an administrator, I sometimes need to test functionality in environments aside from production. To do this, I can use a developer license, but for Data Center this requires infrastructure setup including a database. You cannot use a developer license on an H2 database, only a trial license per the documentation.

Administrators would like to test non-DC functionality using the H2 database on a local machine, similar to how the trial licenses can be used with an H2 database.
