Upgrade Progress Page

Problem Definition

Currently, Confluence has no visual way to tell users the application is performing an upgrade. The only way to know that is through the application logs, which may not be very friendly to users and admins.

Suggested Solution

When Confluence is performing an upgrade, there should be a specific page showing a progress bar or at least telling the user that an upgrade is in progress and for further details we should check the application logs.
