Prevent Confluence setup/upgrade if database collation/encoding is incorrect

Confluence should not allow a setup or upgrade to proceed if the database configuration is incorrect

For instance, a Postgres using "C" as collation should halt the upgrade/setup before it actually writes anything in the database, requesting the correction in order to proceed with the setup or upgrade.
