Export to Word doesn't work with Japanese

    Description

      Export to word doesn't always work when a page contains Japanese characters.

      It does work exporting to MS Word on OS X, but not on Windows.

      Japanese characters are not correctly encoded.

      In addition to that, the output appears to be truncated, perhaps by the same number of characters as there are multi-byte characters in the output.
