Removing a group with members throws exception

    Description

      com.atlassian.user.EntityException: There are still members in this group.
      at com.atlassian.confluence.user.actions.RemoveGroupAction.execute(RemoveGroupAction.java:82)

      We shouldn't show the remove group link for groups with members.
