As an admin, ability to disable Download All feature from attachments

      Problem Definition

      When listing attachments on a page in Confluence, there's an option to Download All attachments.

      If a page has a particularly large number of attachments, this can cause Confluence to crash.

      Suggested Solution

      Provide ability for administrators to disable the download option either for an entire instance, or some pages.

      Workaround

      In Server it is possible to disable via code but this is not an option in Confluence Cloud.
